How the money works

The Strengthen Oklahoma Homes (SOH) program, administered by the Oklahoma Insurance Department, provides grants up to $10,000 to upgrade a roof to the IBHS FORTIFIED Roof – High Wind and Hail standard. The grant is paid directly to your contractor after the FORTIFIED certificate is issued — you don't receive the money yourself, and you're responsible for any cost above $10,000. Funding comes from the insurance industry, not Oklahoma's general tax budget.

The part most states don't have: a mandatory insurance discount

Once your home is FORTIFIED-certified, Oklahoma law requires your insurance carrier to apply a discount — up to 42% — to the wind and hail portion of your premium. This isn't a courtesy from the insurer; it's a legal requirement under the program's authorizing statute. Program data shows pilot participants saving an average of $750/year, or roughly $7,500 over ten years.
