Status, in one line
The law is real and the money is authorized, but the state hasn't built the way to actually apply yet. This one is worth bookmarking and checking back on, not applying to today.
What the California Safe Homes Act actually does
Assembly Bill 888, sponsored by Insurance Commissioner Lara, took effect January 1, 2026. It establishes a grant program inside the California Department of Insurance (CDI) to help eligible homeowners afford wildfire home-hardening work — specifically fire-safe roof replacement and "Zone Zero" mitigation, the noncombustible 5-foot buffer required around structures in some high-risk areas.
- Eligibility requires the property be covered by an admitted insurer or the California FAIR Plan.
- The property must sit in a zip code overlapping a high or very high fire hazard severity zone (per CAL FIRE maps).
- Household income must be at or below the low-income limit for the applicant's county.
- When awarding funds, CDI is required to prioritize roof replacement first, then the 5-foot noncombustible zone, then broader community mitigation projects.
Why you can't apply yet
CDI originally targeted March 2026 to have an application portal ready. That date has slipped, and as of the most recent reporting, no official opening date has been confirmed. Under the law, CDI has until July 1, 2027 to finalize contractor selection rules — which means a realistic full operational rollout could land as late as 2027, even though the underlying law has been in effect since the start of 2026.
What's actually open right now instead
The California Wildfire Mitigation Program (CWMP) is a separate, federally-funded effort run jointly by Cal OES and CAL FIRE for home hardening and defensible space, and some regionally-managed CWMP programs are already accepting applications county by county — worth checking directly rather than waiting on the statewide AB 888 portal. Many California counties and local fire safe councils also run their own smaller hardening or defensible-space grants independent of the state program.
What to do right now if you're in California
- Check your address against CAL FIRE's hazard severity zone maps to see if you'd likely qualify once the AB 888 portal opens.
- Look into your county or local fire safe council's CWMP-linked programs — some are already open even though the statewide portal isn't.
- Don't pay anyone claiming to process a "Safe Homes Act" or "AB 888" application right now — the state hasn't opened intake yet.
How to apply
- insurance.ca.gov — California Department of Insurance, the agency implementing AB 888. No portal exists yet, but this is where the Safe Homes Act application will post once it opens.
- California Fire Safe Council — Apply for a Grant — a separate, currently-open path (CWMP and related regional grants) worth checking now instead of waiting on AB 888.
